Program Management, Administrative, Clerical and Technical Services (PACTS)

Program Management, Administrative, Clerical and Technical Services (PACTS) is a Department of Homeland Security (DHS) department-wide contract designed to offer various services to fulfill DHS needs, both in the U.S. and abroad. The DHS PACTS contract has a two-year base period and a potential period of performance of up to five years, with a maximum value of $1.5 billion across all four Functional Categories (FC)/Services, including: FC 1 – Program Management, FC 2 – Administrative, FC 3 – Clerical, and FC 4 – Technical Services (PACTS). In August 2009, DHS awarded UrsaNav a prime contract in FC 4 for engineering and technical services.


Functional Category 4 – Technical Services

UrsaNav was awarded a contract in Functional Category 4 (FC 4) as a result of our extensive technical and engineering capabilities and services that support the design, development, and utilization of systems, processes, materials, machines, and structures. The broad scope of services includes the following activities:

Program Management, Administrative, Clerical and Technical Services (PACTS)

  • Subject matter expertise, advice, and consulting;
  • Research and studies;
  • Design, engineering, and development;
  • Installation and inspection;
  • Test and Evaluation (T&E); and
  • Other related services.

FC 4 falls under NAICS code 541330, Engineering Services, and is uniquely suited for the range of specialty services needed to meet DHS requirements. UrsaNav will provide the necessary personnel (project managers, scientists, engineers, subject matter experts, and technicians, etc.), materials, equipment, facilities, travel, and other services required to satisfy task order requirements.
